Spire has just introduced the Slimod 282, a VGA cooler equipped with four 6 mm copper heatpipes, an aluminum heatspreader, and two 90 mm fans that work at 1,800 rpm producing a maximum noise level of 24 dBA. This cooler is compatible with several video cards from AMD/ATI and NVIDIA, as you can see here. The Slimod 282 cooler has a suggested price of USD 49.99.
